This report provides the most comprehensive analysis of its type anywhere in the world. It shows not only that Britain can reduce road deaths and serious injuries, but that we can do so with high economic returns by targeting a relatively small mileage of high risk roads. This report shows that 50% of road deaths are concentrated on just one-tenth of Britain's road network and identifies those with risk 10 times higher than others. There are practical examples of how, with attention to detail as much as money, some authorities are slashing the toll of death and serious injury on high risk stretches by as much as 74%.Saving lives for less means we must be systematic in our attention to the way roads which we now know are high risk are detailed. With this report, authorities can share an understanding with the public about the busy high risk roads in their area and their plans to eliminate them through safer and cost-effective countermeasures. |
Protect and Survive: Star Rating England's National Road Network for Safety

These are the results of the EuroRAP Star Rating of the trunk roads in England. These roads are the responsibility of the Highways Agency. Ratings have been completed for the whole of the Highways Agency network in England. The report explains how the study was done, lists those roads in each category with the lowest Star Ratings and presents recommendations for action based on raising the standard of the road network as a whole, identifying priority routes and layouts and considering appropriate countermeasures. |

This year's report provides the most comprehensive route by route analysis yet of the safety of Britain's roads, with over 2,700 individual sections covering the entire motorway and A road network. |
05-Mar-2009 Polish Results The first EuroRAP Risk Mapping results on international roads in Poland presents a concerning picture. International roads are considered the safety of all road categories within the country but the first Risk Mapping results present a concerning picture. Between 2005 and 2007, the network accounted for over 3,000 crashes resulting in death and nearly 5,000 resulting in serious injury, equating to 17% of road casualties during the period. The network carries just 10% of traffic flow. Twenty one sections were found to have over 10 fatal and serious crashes every year. These sections therefore offer the largest potential for casualty reductions and show where action and investment should be targeted. |

Barriers to change: designing safe roads for motorcyclists

This position paper is from the Motorcycle Safety Review Panel established by EuroRAP to look at safe road design for motorcyclists. The paper shows that motorcycle crashes cost the European economy billions annually and argues that the response is not proportionate to the scale of the problem. It examines crash barriers that routinely save the lives of car occupants but that can cause traumatic injury to motorcyclists. The Panel's work shows that simple measures, such as adding protection to barriers on tight curves where riders are more likely to be hurt, need to be systematically introduced on a large scale. This paper needs to be read by everyone who wants practical action on designing safer roads for motorcyclists. |

In Iceland, vehicle safety, driver behaviour and education are relatively good; however the road system is partly undeveloped. Therefore, there is a great opportunity to learn from other EuroRAP countries to make substantial safety improvements to the road nework. Iceland has already proven its ability to implement new ideas with the new 2+1 road, and has the potential to provide an excellent base for demonstrations of good practice in the future. This publication presents the results from the pilot road inspections around the capital city of Reykjavik, which precede more extensive coverage of the Icelandic road network. |

Just four types of collision account for 80% of fatal crashes on inter-urban roads across Europe. The design and standard of these roads determines the extent to which collisions occur and the severity of the resultant injuries. Mass action programmes provide the opportunity for systematic large-scale upgrading of sections of the road network with the widespread application of measures known to reduce injury. Investment priorities can be determined by analysing how the four collision types contribute to risk of severe injury on road sections of different types, and by assessing the number of severe collisions that can be reduced and thus the investment justified in upgrading. |

The death toll on Ireland's roads over the last 30 years is about 20,000, although advances in vehicle and road engineering and changes in the behaviour of road-users mean that the number of people killed each year is now half what it was 30 years ago. Containing the first risk-rate map for the island of Ireland, the results detail the potential priorities for route action on road sections, both north and south, that pose greater risks for their users. Key results and how Ireland compares to other active EuroRAP countries are also presented. |

EuroRAP and The AA Motoring Trust presented a unique opportunity to learn directly about the dynamic EuroRAP programme to improve road infrastructure safety, and make roads more forgiving through mass action on affordable, practical road engineering measures.
The event brought together eminent speakers from across Europe including national road authorities, road engineers, automobile makers, motoring organisations, and leading voices from the medical profession, media and transport industry.
Delegates discovered what forces on the human body are tolerable. They learnt how EuroRAP is inspecting roads directly and how roads, like cars, can be awarded star ratings based on standards of crash protection. Road inspections in Germany and Sweden were described - and how these can link to setting safe speed limits intelligible to both public and road engineers alike. The conference heard how EuroRAP can help bridge the communications gap between the public and authorities.
During the conference, the 2005 EuroRAP risk mapping results for Britain and Ireland were revealed, including Ireland's first risk map. |

A core objective of EuroRAP is to measure and raise awareness of risk. During 2003, several elements of performance monitoring of roads supported this goal: risk rates were tracked over time; the performance of different groups of road was compared within and between countries; and measurement of collective risk provided estimates of the potential for accident savings over road networks. A system of road inspections (RPS) has been piloted to understand the extent to which roads protect from severe injury once an accident has occurred.

This year's results provide the first complete comparison of risk rates for one three-year period (97-99) with another (00-02) across Britain's primary route network. A further 17 road sections have joined the list of Britain's most improved published in 2003. Whilst the total number of roads in the higher risk categories has reduced by 46%, 11 roads remain persistently high risk.
This year's results contain road-specific information about Britain's worsening problem of death and crippling injury involving motorcyclists, listing roads where the contribution to risk from motorcycle accidents is greatest. Those roads where overall risk is highest when motorcycle accidents are excluded are also published. |

This paper reviews the literature on road traffic accidents and their role in the mobility of tourists, and builds upon knowledge developed in the tourism, transportation and safety science areas of research to illustrate the significance of these issues in relation to tourist well-being. Results show that, compared to local drivers, visitors are more likely to be involved in head-on collisions, on main, open roads with higher speed limits, and that these accidents are more likely to be serious or fatal. EuroRAP is discussed for its strengths in (1) identifying stretches of road with poor safety performance which leads to high levels of death and serious injury, and (2) providing detail of road safety and injuries in both a European context and at a road level.

Reducing the number of accidents on our roads is a priority throughout Europe. Traffic Safety and the European Road Assessment Programme, held in Valencia on 5 and 6 May 2004, brought together eminent speakers from the national and regional Spanish Government, road authorities, road engineers, automobile makers, motoring organisations, and road safety experts from across Europe to highlight the scale of the problem and the approaches and strategies that can be adopted to reduce the number of people seriously injured or killed on Europe's roads every day. The conference opened with presentations on traffic safety both Europe-wide and in Spain, and highlighted the Spanish vision for targeting accident rates. A number of workshops concentrated on the role of road planners and engineers, road users, and the automotive industry in risk, showing how road infrastructure, road user behaviour, and the vehicles we drive can have an impact on accident involvement.
Day two highlighted the contribution of EuroRAP to road safety with presentations on the meaning of EuroRAP to road users and automobile manufacturers, the EuroRAP vision, EuroRAP in European countries, the Road Protection Score, EuroRAP in Spain and the programme's future. |

This Technical Report covers EuroRAP I and the work carried out during 2003. This brochure makes use of the most frequently cited figures on traffic fatalities and hospital admissions to quantify road traffic safety in the Netherlands. The number of traffic fatalities per 100,000 inhabitants in the Netherlands are compared with figures in several other countries, both within and outside Europe.
The brochure also provides indicators on drink-driving, seatbelt use, bicycle lighting, population, passenger car fleet, driving licences, road traffic offences and the number of roundabouts.

One hundred and twenty senior delegates from across Europe and all areas of France attended a very successful EuroRAP conference in Paris on 15 October, titled "Mapping the Safety of Europe's Roads" - held in the delightful surroundings of the Library of the ACF headquarters on the Place de la Concorde. Taking place during French Road Safety Week, media interest was high following French President Chirac's declaration that "we owe the French people the truth about where accidents occur". |

Spanish results were launched in Barcelona, Madrid, Valencia and Galicia on 18 September 2003. For the first time risk rates for the Spanish federal road network were published. The research showed that 36% of roads had a medium-high or high accident rate. Galicia had the highest accident risk, with 52% of roads falling into the medium-high (red) or high-risk (black) bands. The provinces of Ponteverda and Lugo had the greatest number of high-risk road sections within this region. Despite having the highest traffic flow, roads in Madrid were amongst the safest. |

The 2002 results brought important new information to Britain's drivers, showing how risks changed as they moved from one road section to another. This year's results show that at least 20 lives and 180 serious injuries have been saved in just two years on 13 roads identified by new AA Trust research as the most improved in Britain. |

This Technical Report covers the EuroRAP pilot phase which produced maps of fatal and serious accidents rates in four countries and began the development of a standard road inspection score of road safety features. In Great Britain, the Netherlands, Sweden and Catalonia the distribution and rates of fatal and serious accidents on road sections were compared, the effect of high-level design factors on accident rates demonstrated and potential applications of this information examined. |
